<br />2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND <br />• RECLAMATION OPERATIONS: MINIMUM REQUIREMENTS FOR <br />LEGAL, FINANCIAL, COMPLIANCE, AND RELATED INFORMATION <br />2.03.1 Ob.iectives <br />The objective of this Section is to insure that the Division receives <br />all relevant information regarding ownership and control of the surface <br />area and adjacent areas to be affected by the operations, the compliance <br />status and history of TCC and other important information. <br />2.03.2 Responsibilities <br />Within this application, TCC has provided the Division with information <br />for approval of operation and reclamation of a small coal loadout <br />facility under the requirements of the Colorado Regulations for Coal <br />Mining. As discussed throughout this application, the format of this <br />• text parallels the Colorado Coal Mining Regulations. This application <br />focuses on the requirements of Rule 2.04, Rule 2.05, and Rule 2.06. <br />2.03.3 Format and Supplemental Information <br />TCC has attempted to delineate information contained within this <br />application as clearly and concisely as possible, and be consistent with <br />the scope of the various applicable regulations. Where possible, all <br />support information has been referenced when obtained from knowledgeable <br />individuals or by particular publications within given areas of <br />expertise. Particular attention has been given to the documentation of <br />all conclusions with support of sound technical information. <br />Since the area which the facilities will occupy encompasses a very small <br />aerial extent, only samples of existing soils have been analyzed. The <br />laboratory which conducted the soils analyses has utilized both EPA and <br />USGS approved methods of analyses as required by the Division. <br />LJ <br />2.03-1 <br />
