<br />a <br />' SAEJVeCA <br />Coal Comanr Seneca Coal Company <br />October 21, <br />Colorado Department of Health <br />WQCD-PE-B2 ?? eclama?R' <br />4300 Cherry Creek Drive South 50151ork of a Spew <br />Denver, CO 80246-1530 M'n'n9nd <br /> <br />RE: Quarterly Discharge Monitoring Report for Permit CO-0000221 <br />Dear Sir or Madam: <br />Pursuant to the quarterly reporting requirements contained in Colorado <br />Discharge Permit CO-0000221 for the Seneca Mine Complex, enclosed find <br />the third quarter 2008 discharge monitoring reports for Points 002 to <br />006 and 008 to 017. In this quarter, no discharges were observed at <br />Points 013 and 014. Intermittent discharges were observed at Points <br />005, 009 and 011. <br />One excursion of effluent limits occurred this quarter. There was <br />chronic WET test failure (C. dubia only) at Discharge Point 008 (WET <br />code WTE) with a value of 25%. The IWC for this site is 1.00%. Samples <br />were collected from July 28 to August 1. The P. promelas test passed <br />with a value >100%. A Preliminary Toxicity Investigation (PTI) was <br />conducted by The SeaCrest Group in Louisville, CO. The PTI indicates <br />no toxicity present in the outfall. Since the PTI showed no toxicity, <br />the toxicity incident was closed and normal monitoring was resumed <br />(next scheduled for the second quarter of 2009). Attached to this <br />cover letter are 1) the original WET test form indicating the failure, <br />2) the cover letter from SeaCrest indicating no toxicity, 3) the <br />SeaCrest PTI WET test report form, and 4) a copy of an email sent to <br />Kelly Morgan with the WQCD.
