New Horizon Mine TR-57 <br />2nd Adequacy Review <br />21-Oct-2008 <br />Page 5of15 <br />followed by salvage of a mixed lift composed of subsoil and bench 1 overburden. <br />Topsoil Replacement Map (2.05.4-4), however, indicates that a single "mixed soil" <br />lift would be replaced over "Bench 1 subsoil ". Please, clarify this apparent <br />discrepancy, specify the horizons that will constitute Lift A, and describe how the <br />bottom of Lift A and bottom of Lift B will be defined for site foremen and equipment <br />operators in the field. <br />Item Resolved <br />12. We have some questions regarding information presented on the Soil Baseline Map <br />(Map 2.04.9-1). <br />a) In several locations along the northern and western perimeter of the permit <br />boundary there are clusters of what appear to be random numbers and associated <br />short line segments. These appear to be extraneous, erroneous inclusions, but result <br />in some clutter and confusion on the map. Please revise the map to eliminate the <br />extraneous numbers and figures. <br />Item Resolved <br />b) 98E is the dominant soil map unit in the Morgan property within the permit area, <br />with small areas of 98D and NST immediately adjacent to 2700 Road. However, <br />there are several small delineated areas on the property, where it is not clear what <br />map unit is represented (i.e. 0.16 ac., 4.58 ac., 3.06 ac., and 4.13 ac. parcels). Please <br />revise the map to ensure that all units depicted are properly identified. <br />Item.Resolved <br />c) Three soil survey boundaries are delineated on the map, 1988, 1996, and 1999. <br />There is a substantial acreage located immediately south of the Morgan property <br />portion of the permit area, with map unit boundaries depicted, although the area <br />appears to be located outside any of the soil survey boundaries. Please revise the <br />map to clarify the survey upon which the soil mapping in this area was based. <br />Item Resolved <br />13. Page 2.04.9-24 through 2.04.9-28 includes soil balance narrative and related Tables <br />2.04.9-5 and 2.04.9-6. New Map 2.04.9-2 "Topsoil Balance Map As Of February <br />2008" was submitted in addition to the narrative and tables. We have the following <br />questions regarding this information. <br />a) Map 2.04.9-2 depicts current status (location, type of soil, and volume) of topsoil <br />stockpiles. Location of any additional proposed soil stockpiles should also be <br />provided on a map (either amended Map 2.04.9-2) or an additional permit area map. <br />Also projected maximum volume of each existing and proposed stockpile should also <br />be indicated (either on tables or maps). Please submit the requested information, or <br />provide reference if the correct information is included on approved permit area <br />maps or tables. <br />Item Resolved <br />5
