New Horizon Mine TR-57 <br />2nd Adequacy Review <br />21-Oct-2008 <br />Page 10 of 15 <br />There was an apparently erroneous page reference in the Division's adequacy <br />comment, but amended narrative in Section 2.05.4(2)(d), page 2.05.4(2)(d)-20, <br />with regard to non-prime farmland soil salvage is now consistent with pertinent <br />narrative in Section 2.04.9. <br />Item Resolved. <br />25. The paragraph at the top of page (d)-18 indicates that topsoil was stripped in a single <br />mixed lift from the Prime Farmland Map Unit 98A area in the northwest corner of the <br />permit area, and placed in Stockpiles 3 and 4. On Map 2.04.9-2, Stockpile 3 is <br />identified as "mixed", whereas Stockpile 4 is identified as "Lift A". Needless to say, <br />this is confusing. Please clarify and amend the narrative or map as warranted. <br />Item Resolved <br />26. The second paragraph on page (d)-19 describes a two lift operation utilized on <br />portions of the 1999 expansion area prior to February 2008. As previously noted, this <br />was not our understanding of the salvage procedure utilized. Please clarify and <br />amend as warranted. <br />Item Resolved <br />27. The first sentence under Topsoil Salvage Techniques-Year 2008 and Onward is <br />vague and open ended. Please delete the sentence. <br />Item Resolved <br />28. Under Item 1, on page (d)-19, it is stated that minimal winter topsoil stripping will <br />occur. Please describe situations that might warrant topsoil stripping from <br />November through March, and specify that soil stripping and replacement operations <br />will not be conducted if surface soils are frozen or saturated. <br />.In the initial review, the Division noted that, under Item 1, on page 2.05.4(2)d)- <br />19, narrative stated that minimal winter topsoil stripping would occur. The <br />Division requested clarification regarding situations that might warrant topsoil <br />stripping from November through March, and requested that the operator <br />specify that soil stripping and replacement operations would not be conducted if <br />surface soils are frozen or saturated. <br />On amended page (d)-21, narrative states that wet areas will be de-watered and <br />allowed to dry prior to salvage. On amended page (d)-22, narrative states that <br />there will be only minimal winter stripping of topsoil and that winter topsoil <br />stripping will be limited to "infrequent times when the ground is frozen slightly <br />and some topsoil material will have to be moved to keep the mine in operation". <br />Further narrative on the same page indicates that any saturated soils would be <br />drained prior to stripping. On page (d)-30, amended narrative indicates that <br />"topsoil will not be handled when saturated either during the initial stripping, <br />re-spreading, or final grading". <br />10
