TR-57 - Soil Resource Info, Soil Handling, and Prime Farmland
Second Adequacy Review
Dear Mr. Gubka:
Western Fuels-Colorado (WFC) submitted its application for TR-57 to Permit No. C-1981-
008 on 09 April 2008. On the 15th of May, the Division issued a Preliminary Adequacy
Review (PAR) of WFC's TR-57 application. The PAR included a list of 39 separate
comments, requesting additional information. In response to the PAR, WFC submitted a
second complete application package. This package, which included revised maps and
revised sections of text, was received by the Division on 04 August 2008.
The Division has completed its review of WFC's most recent TR-57 submittal, and has
evaluated its adequacy with respect to each of the items raised in the initial Adequacy
Review. The original itemized list follows, with the Division's original requests italicized,
and new comments in boldface type.
All items have been satisfactorily resolved, with the exception of 28, 30, 34 and 39.
Section 2.04.9 (Soil Resource Information text, tables, appendices, and maps)
1. The two maps included in the Section 2.04.9 submittal are not listed in the Table of
Contents. Please revise the Table of Contents to list Maps 2.04.9-1 and 2.04.9-2.

2. In Table 2.04.9-1 (Procedures and Analytical Procedures Utilized for [Premine]
Topsoil Analysis), on page 2.04.9-11, it is indicated that physical characteristics of
each sampled profile were described and recorded. This information does not seem to
have been included in the Section 2.04.9 tables or attachments, and needs to be
provided to supplement the soil laboratory data. Please provide this information for
inclusion in the application if available.
