(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1978-071 <br />INSPECTION DATE 9/9/08 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits. The operator <br />was contacted about the scheduled inspection. The operator's representative named on page one was present during the <br />inspection. The required permit ID sign and boundary markers are all present. <br />The site is actively mined and all county materials processing occurs here. Past excavation at the site has created a wildlife <br />pond on the western end of the permit that is considered to be nearly all reclaimed. Additional reclamation needs there mainly <br />consist of reducing some pond banks to 3:1 gradients. The pond was fairly full, but it is not exposed groundwater; all water in <br />the pit is irrigation water that seeps into the pit from nearby ditches, which the Division of Water Resources does not consider to <br />be groundwater. <br />The scale is still located to the south of the old pit (pond) near the site entrance. Material stockpiling occurs on unmined <br />ground, north and immediately east of the asphalt plant. These include asphalt, gravel, fines and topsoil. <br />Current excavation occurs in the new pit, which is being maintained well: no debris, reduced pit slopes, and segregated topsoil. <br />The new pit does exhibit a little water from the irrigation ditches and nearby old pit, even though the new pit is shallower than <br />the old pit. The operator stated that no matter how shallow the new pit is, it will still exhibit such water seasonally. This is not a <br />problem except that it may complicate good revegetation during reclamation, if the water inhibits deep plant rooting or <br />concentrates alkalinity close to the surface. <br />There are piles of imported materials on the site: sandstone, waste concrete and waste asphalt. These materials are benign, <br />and the importation is included in the approved plan. The operator maintains these stored materials in an orderly manner. <br />The site is clean and orderly. There was no debris or contaminants. There were no noxious weeds or erosion features noted. <br />No further items were observed during the inspection.
