Observation and Testing <br /> Observation and testing by the soils engineer shall be <br /> continuous during the fill and compacting opertions so <br /> that the intent of the geotechnical recommendations can <br /> be properly interpreted and the results of the <br /> observations and tests can be reported upon the <br /> completion of the project . <br /> 10 . Seasonal Limitations <br /> No fill material shall be placed upon frozen subgrade , <br /> nor placed, spread or rolled while it is frozen or <br /> thawing, or during unfavorable weather conditions. <br /> When the work is interrupted by heavy rain , snow or <br /> frost penetration , fill operations shall not be resumed <br /> until the soils engineer indicates that the moisture <br /> content and density of the previsouly placed fill are <br /> as specified. <br /> Rule 4. 10 .4(4) requires four feet of cower for reclamation <br /> of waste disposal areas unless the waste material is <br /> non-toxic . The waste material has been sampled and analyzed <br /> for a full suite of toxic parameters as required by the <br /> Division . Results of the full suite analysis is located in <br /> Appendix N, Waste Coal/Rock Anal --sis . The results when <br /> compared to the Montana toxic overburden levels show no <br /> toxicity. The sulfur results of the waste coal/rock <br /> analysis were 0 .62 X and 0 .63'/. (see Apprendi x N) , which <br /> would indicate that the waste material is non-acid farming. <br /> Therefore , Eastside requests a variance form Rule 4. 10 .4(4) <br /> to use two feet of , non-toxic cover rather than four feet of i <br /> cover for the waste disposal site . <br /> As the waste pile increases in height , the 2: 1 front slope � <br /> will be covered with two feet of nontoxic material . The <br /> material will be obtained from the soil stockpile area to <br /> the east of the sediment pond. The replaced soil will then <br /> be seeded with the seed mixture listed in the Revegetation <br /> Seed Mix in Section 2.05: Reclamation Plan . <br /> The material to be placed in the disposal site will be <br /> and coal waste . The coal waste will be a result of rock au <br /> spars and splits which cannot be mined without taking s ? <br /> 00 <br /> coal along with it .
