Implementation of spider hole drilling and hydraulic fracturing of the formation has not <br />been identified as necessary due to the thermoexpansion fragmentation of oil shale. <br />Details of the monitoring well locations, depths, well pad construction, drilling and <br />completion of all wells are defined in the addendum. <br />In consideration of the above and with further review of the addendum, as identified in the 10/17/2008 <br />memorandum to the files, the WRFO has determined that the "Addendum to the Plan of Operations for <br />Oil Shale Research, Development and Demonstration (RD&D) Tract COC-69169", does not change the <br />_intent or recovery-technology- process-of the oil shale resources as submitted in the original POO and is <br />consistent with "Environmental Assessment EGL Resources, Inc. Oil Shale research, Development and <br />Demonstration Tract CO-110-2006-118-EA". The "Addendum to the Plan of Operations for Oil Shale <br />Research, Development and Demonstration (RD&D) Tract COC-69169" is therefore approved as an <br />addendum to the original POO. <br />A detail Plan of Development (POD) needs to be submitted to the WRFO, and approved, prior to the <br />commencement of retorting the oil shale resource. <br />If there are any questions, please contact Paul Daggett, Mining Engineer at (970) 878-3819. <br />Sincerely, <br />?61ty_ <br />Kent E.
