Ill. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining and <br /> Safety. The mine is a reclaimed surface mine. The weather was cool, windy and clear. The Mine site and <br /> Load Out had received precipitation recently as noted by damp areas, but overall the permit area was dry. <br /> Roads: The mine access road is dry and continues to be accessible. KCC has repaired two rock check <br /> dams along the access road west of the shop facilities. The rock check dams are well keyed in and appear <br /> to be functional. The access road to the load out was in good condition. <br /> Hydrologic Balance: Ponds A, D, E and F at the mine site were observed. None of the ponds were <br /> discharging. Ponds A and D were nearly dry, with small pools of water remaining. Ponds E and F were <br /> both dry. <br /> The Load Out pond had a small pool of water and was very weed choked but was not discharging. Water <br /> level is approximatel18" below the discharge level. <br /> Reve etg ation: The vegetation throughout the mine site was dry but in good condition and drying down for <br /> this time of the season. Few weedy species were noted. Small patches of snow were observed in the <br /> shaded areas under shrubs. A photo of the reclaimed Pond G area is included in this report to document <br /> the healthy establishment of perennial grass species on this location. The vegetation at the loadout <br /> remains good, with good cover. <br /> Wildlife: A moderate sized herd of approximately 15 head of Pronghorn antelope was observed running <br /> and grazing on the reclamation(720) pit. A coyote was noted on the ridge west of the mine area. The <br /> mine reclamation is supporting the post-mining; land use of rangeland and wildlife habitat. <br /> Reclamation Success: KCC has sealed 5 of the 6 water monitoring wells. According to telephone <br /> conversations with George Patterson of KCC, the wells were sealed between October 7-10, 2008. <br /> Alluvial well AO-2(A) has been sealed. The area around the well has been graded and seeded. A fence <br /> post has been installed at the well location for location purposes. <br /> Well 79-61 has been sealed, graded, seeded and marked with a post. <br /> Well 79-3 has been sealed, graded and marked with a post. No sign of seed on the reclaimed site was <br /> evident. <br /> Well 79-2 has been sealed, graded and marked with a post. The reclaimed site does not appear to have <br /> been seeded. <br /> Well 79-1 has been sealed, graded and marked with a post. This location did not appear to have been <br /> seeded either. <br /> 3 of 6 WHITE-File YELLOW-Operator PINK-Specialist <br />
