(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2004-061 <br />INSPECTION DATE 10/02/08 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />The Cottonwood Quarry, File No. M-2004-061, was inspected by Peter Hays with the Division <br />of Reclamation, Mining and Safety (Division) as part of the Division's 4-year monitoring <br />inspection program. Mr. Richard Linke representing Linke Construction Inc. was present <br />during the inspection. <br />The Cottonwood Quarry is located approximately 2.5 miles southeast of Granby, Colorado on <br />State Highway 40 and 2 miles west on Grand County Road 55. The site is permitted for <br />94.41 acres and was previously inspected by the Division on November 19, 2004. <br />The Cottonwood Quarry 112c reclamation permit was approved by the Division on December 10, <br />2004. The approved mining plan indicates mining will begin on the southern part of the <br />property on an existing natural bench above County Road 55. Material will be removed from <br />the natural bench until enough room exists to move a processing plant into the mined area. <br />Mining will advance to the north by creating 40 foot by 40 foot benches. <br />The processing plant bench has been created and the first 40' x 40' bench has been created <br />northeast of the plant area. The hilltop northeast of the lower bench is being mined. <br />The active highwall is approximately 30' high with an additional 35' of hilltop above the <br />highwall. Mr. Linke stated a road would be constructed from the west side of the hilltop <br />to allow mining to continue from the top down. The processing plant and job trailer were <br />located on the lower bench. A portable asphalt plant was located north of the processing <br />area and west of the active mining bench. The permit application anticipated blasting <br />being required to mine the site. Mr. Linke stated blasting has not been required since <br />the rock has been fractured enough to allow mining to occur with an excavator. <br />Linke Construction committed to placing a 6-mil vapor barrier liner under the fuel storage <br />area and up the sides of the containment berm sufficient to contain any spill or leak <br />during the adequacy review. Mr. Linke stated the fuel storage area has not been required <br />for mining operations. Fuel storage and oil storage tanks were observed in the asphalt <br />plant area and both tanks were lined and bermed. <br />A storm water retention pond was located in the southeast corner of the site as required <br />by the mining plan. The required 25 foot offset from the east and west boundaries were <br />observed. <br />The additional rock analysis suggested by the Division during the permit application <br />adequacy review as not been completed. Linke Construction agreed to complete the analysis <br />when enough rock face had been exposed to do a proper analysis and proposed limiting the <br />mining disturbance to 20 acres until the analysis was complete. The 20 acre disturbance <br />was expected to occur after the first four 40 foot benches had been complete, which has <br />not occurred at the time of this inspection. <br />The Division currently holds a financial warranty of $84,073, which is adequate to <br />complete the reclamation of the site based on the observations from this inspection. <br />An entrance sign was posted and permit boundary markers were observed as required by Rule <br />3.1.12.
