(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1984-025 <br />INSPECTION DATE 9/8/08 <br />INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits. The site was <br />not active and there was no one representing the operator present during the inspection. <br />The site is identified by the required permit ID sign posted at the entrance gate to the site. The boundary is delineated by a <br />fenceline. All activity is contained within the boundary. <br />There was no equipment at the site, and only a limited amount of debris. The only structure is a small timber-cribbed loadout. <br />There is not much evidence of activity since the last inspection. (Even if there is only a small amount of activity, it should all be <br />included in the annual report.) <br />The bond was reviewed last in 2004 and found adequate to reclaim the site. The Division will review the bond again and notify <br />the operator of the updated reclamation costs. If an increase is indicated the operator will have 60 days after notification is sent <br />to provide the bond. The operator is reminded that the bond amount maybe influenced by monitoring the site for erosion and <br />weeds, and performing maintenance, clean-up and reclamation activities. At this time there was no reclamation evident. <br />Several years ago, this site was found to contain Black henbane (Hyocyamus nige? which is a state-listed noxious weed. The <br />operator was required to revise the permit to include a noxious weed control plan (TR-1) in 2001. The site has been frequently <br />inspected to verify the effective control of this weed, and over time weeds on certain areas were eliminated but other areas <br />began to exhibitthe weed. The large (CDOT) stockpile of fines, former location of the worst infestation, does not exhibit any of <br />the plants currently. The main pit to the south, which formerly contained a moderate amount of the weeds, exhibits fewer <br />patches of the plant. Formerly there were scattered plants and small groups of them on and between the small stockpiles in <br />the north part of the permit, but those areas now exhibit more of them. Overall there are fewer of the henbane plants but it is <br />moving across the site. potentially infesting materials that might be hauled away to other locations It is possible that seeds <br />remain viable for years until it is "safe" for them to germinate on areas that are not being continually monitored This topic is not <br />found to be a problem at this time, but the operator must continue monitoring and increase the treatment to effectively stop the <br />spread of this plant. If the current weed control plan is not effective the operator must determine a better plan. <br />No further items were observed during the inspection.
