The final date for receiving <br />comments is the 20th day after the fourth publication or the next regular business day. <br />All notices must be published in a newspaper of general circulation in the locality of the proposed mining operation and mailed <br />to the landowners as set forth in the Colorado Mined Land Reclamation Rules and Regulations.
