I ~ 1.4 DETERMINATION OF BOND <br />Trapper Mining Inc. presently maintains a reclamation performance bond for the Trapper Mine payable to <br />the State of Colorado and the United States/Office of Surface Mining Reclamation 8 Enforcement. Upon <br />approval of this pemtit application, a performance bond or equivalent acceptable surety will be secured <br />in an amourd equal to the estimated costs for returning the affected area to a satisfactory condRion as <br />defined by applicable regulations and this permit application. <br />The equipment productivity estimates used in regrade time calculations were derived from the Caterpillar <br />Peformance Handbook, edition 34. Topsoil fleet hours were derived using TALPAC haulage simulation <br />software. DMG database ownership and operating costs were used where available; otherwise these <br />costs were extracted from The Cost Reference Guide (2005) published by Dataquest, Inc. Base labor <br />rates were developed using information from the Colorado Gontractors Assodation. Facilities removal <br />costs were calculated using Means Building Construction Cost Data and data supplied by DMG. <br />All reclamation costs were calculated according to the worst-case condHion of reclamation requirements. <br />The costs that were calculated in this manner realistically represent those the Division could incur at any- <br />time during the remaining pernft period and not just for the conditions that may exist at the end of the <br />five years. Table 1.415 summarizes topsoil replacement requirements and open pit lengths at the end <br />of each year of the permit term. This data indicates that the worst case occurs at the end of the year <br />2006. <br />A summary of the estimated reclamation costs is presented in Table 1.4-1. Please refer to subsequent <br />tables and sections in this portion of the permit application as indicated in Table 1.4-1 for more detailed <br />analysis and discussion. <br />The bond amount of $17,830,595 will be applied to our permR renewal. This represents the worst case <br />cost for the period 2005-2007. The original PR-5 worst case year was 2004 and has passed. Trapper <br />estimates that during worst case year, 2006, the total disturbance within the approved permit area will be <br />2,133 acres which includes miscellaneous areas such as light use roads, silo locations, etc. <br />1-31 ~€-~~~-~: Z ' <br />
