III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a Complete Inspection of the Hamilton Mine conducted by Marcia Talvitie of the <br /> Colorado DRMS on 30-Sep-2008. The inspection began with a records check at 10:00 a.m., <br /> followed by the field inspection. The operator was not represented during the inspection. The <br /> weather was clear and warm. <br /> Availability of Records <br /> Records were available for viewing at the nearby Landfill office. A completed DRMS Availability <br /> of Records checklist is attached. <br /> Signs and Markers <br /> A Mine Identification Sign was posted at the entrance to the mine permit area. <br /> Roads <br /> Roads were dry, and all areas of the permit were accessible by vehicle. <br /> Hydrologic Balance <br /> Pond A was completely dry. Only a small amount of water continued to be retained in Pond B <br /> (Figure 1). Drainages were clear at Mine Area 3, including the ditch crossing the northwest <br /> corner of the reclaimed area (Figure 2) that directs flow down the slope and ultimately to Pond <br /> B. <br /> Topsoil <br /> Topsoil piles throughout the permit area were fenced to prevent access by cattle, and were <br /> clearly identified with signs. <br /> Revegetation <br /> The haul road leading to Mine 3 is becoming overgrown with rabbit brush. Mine 3 was viewed <br /> from outside the entire fenced perimeter. Vegetative cover is good, including some sage, <br /> saltbush, grasses, cheat grass, and rather vigorous stands of Winterfat (Figure 3). Impoundments <br /> for Ponds A and B are well-covered with rabbit brush; Winterfat is also doing well on the dam for <br /> Pond B (Figure 4). <br /> Reclamation Success <br /> One additional patch of Knapweed was observed just inside the southern fence line at Mine <br /> Area 3. Dave Andrews, the landowner, stated that weed spraying would be conducted later <br /> this fall. <br /> Hamilton Mine C-1991-078 30-Sep-2008 <br />
