The Covers built to safeguard the Franklin and Freighters Shafts,
represent the bulk of the work and cost necessary to permanently close the two
openings.
To make the closures permanent the remaining thing will be to bolt or
concrete the covers in a permanent fashion.
The cost for this would be $500 Each.
