• The reclaim conveyor conveys 3,000 tons per hour of coal from the reclaim concrete tunnel to the <br />top of the rail car loadout structure. A belt scale is mounted on the conveyor to record coal <br />tonnages being shipped by each train. <br />At closure, the storage building will be demolished and removed or buried at the Halandras landfill. <br />IV.C.9 Loadout and Coal Sampling Coal from the reclaim conveyor is dumped into a 300-ton rail <br />loadout bin. At the bottom of the bin is a hydraulically operated slide gate controlled by an operator <br />located in a control room adjacent to the rail cars. A moveable chute is used to load the cars. Any <br />coal spilled inadvertently during loading rail cars is temporarily stored near the loadout building <br />before being hauled off. Similarly, any excess antifreeze solution sprayed on the coal in <br />sub-freezing weather is collected in a local catch basin. <br />Upon reclamation, the loadout building will be demolished and removed or buried at the Halandras <br />Landfill. Areas with coal fines or other contaminants from the loading of rail cars will be cleaned up <br />and disposed of appropriately. Once contaminates are removed the sediment ponds that received <br />runoff or washdown water from the loadout will be reshaped and topsoiled. <br />IV.D Waste Transportation and Disposal Facilities <br />IV.D.1 Waste Materials Table IV.D-1 indicates the types and major sources of solid waste material <br />• generated during mine operations exclusive of preparation plant refuse.. Trash waste is buried in a <br />sanitary landfill owned by BME for the exclusive use of Deserado Mine (Halandras Landfill). Trash <br />waste includes large timbers, large pieces of metal, paper, rags, garbage, filters and used parts. <br />Generally, solid wastes collected at the portal entries or from the general trash receptacles will be <br />placed in the sanitary landfill. Waste is also hauled from the site to the county sanitary landfill by a <br />contract trash hauler. <br />Rock debris, coal processing wastes, small pieces of metal and sediment are disposed of in the coal <br />refuse areas. Material collected in the refuse hopper, process ponds, and sediment ponds are put <br />into the coal refuse area. Some material sorting occurs at the surge bin trash grizzly. <br />IV.D.2 Transportation System The coal processing waste (CPW) transportation system starts at <br />the refuse hopper adjacent to the preparation plant, the 150-ton surge bin and breaker trash bins. It <br />includes the refuse haul road, disposal area and the equipment used to haul and place the refuse. <br />The Refuse Haul Road was designed before Colorado gained primacy for surface inspection and <br />therefore the original design and referenced standards are from 30 CFR part 817. The referenced <br />standards were since re-numbered. Presently, the appropriate Federal standards appear now to be <br />30 CFR 817.150 and 817.151.
