transport coal from surface mines, are not regulated by the Federal surface coal mining act. 94-
16-Johnson/Bird. This IBIA decision, Citizens Coal Council, Et al., EBLA 94-366, is included in
Illustration 48. Circumstances involving the relationship between the mine and the railroad leading
to this decision are fundamentally the same as between the Deserado Mine and the railroad
serving the mine. Any reference in the mining permit application concerning the railroad facility is
for informational purposes only and does not constitute inclusion of such under the authority of the
mining permit.
III.F Miner Rescue Infrastructure
Beyond the normal access through the entries at the D-Portal Area, several means to rescue
trapped miners have been designed into BME's facilities. B-Vent Shaft #2 will be equipped with
an escape hoist to allow emergency evacuation of the mine.
In the event that escape is not possible, two rescue chambers are being constructed at the bottom
of RDH-2 and RDH-3. A breathable air blower along with a generator will be housed in sheds at
RDH-2. A similar breathable air blower will be housed in a shed and powered with line power at
RDH-3.
•
Minor Revision #133 (2/2008) III-35
