(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2003-058 <br />INSPECTION DATE 09/25/08 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />The Fairbanks Pit, File No. M-2003-058, was inspected by Peter Hays with the Division of <br />Reclamation, Mining and Safety (Division) as part of the Division's 4-year monitoring <br />inspection program. Mr. Gordon Brocker with Glenn E. Session & Sons, Inc. was on site <br />during the inspection. <br />The Fairbanks Pit is located approximately 1 mile north of Rand, CO on State Highway 14. <br />The site is permitted for 7 acres and was previously inspected by the Division on October <br />3, 2003. <br />The Fairbanks Pit was converted from a 111 permit operated by Western Mobile Northern to a <br />110c permit operated by Glenn E. Sessions & Son, Inc. on December 4, 2003. A Pre-Law 7 <br />acre mine site exists west of the permitted site. <br />The approved mining plan requires 2 inches of topsoil and 1 foot of overburden to be <br />salvaged and stockpiled. Overburden and topsoil stockpiles were observed around the <br />south, east and north side of the pit. The stockpiles were well vegetated and stable. <br />The required 100 foot offset from the Michigan River was verified during the inspection. <br />Mr. Brocker stated mining is complete at the Fairbanks Pit, however Sessions may decide to <br />excavate the mine deeper in the future. Three stockpiles of cobbles and a stockpile of <br />recycled asphalt were located on the pit floor. Mr. Brocker did not know if the cobble <br />stockpiles would be processed in the future. If Glenn E. Sessions & Sons intends to use <br />the recycled asphalt as backfill they will be required by Rule 3.1.5(9) to notify the <br />Division of the intent and provide a signed affidavit certifying that the material is <br />clean and inert. A copy of the rule is attached for reference. <br />Reclamation activities have not started at the site. The pit floor contained no <br />vegetation. <br />The Division currently holds a financial warranty of $12,600, which is adequate to <br />complete the reclamation of the site based on the observations from this inspection. <br />The affected area measure from toe of slope, haul road and entrance sign locations were <br />GPS surveyed with a Trimble Geo XT by the Division. A map indicating the result of the <br />GPS survey is attached. <br />An entrance sign was posted and permit boundary markers were observed as required by Rule <br />3.1.12.
