(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1980-052 <br />INSPECTION DATE 09/25/08 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />The Holsinger Gravel Pit, File No. M-1980-058, was inspected by Peter Hays with the <br />Division of Reclamation, Mining and Safety (Division) as part of the Division's 4-year <br />monitoring inspection program. Mr. Keith Holsinger was on site during the inspection. <br />The Holsinger Pit is located approximately 3 miles southeast of Walden, CO on State <br />Highway 14. The site is permitted for 9.9 acres and was previously inspected by the <br />Division on April 29, 2004. <br />No mining activities were observed during the inspection. Mr. Holsinger stated mining has <br />not occurred on site for 15 years. The site was operated by A&S Construction until 1993. <br />Mr. Holsinger is using stockpiled material located on the pit floor for road maintenance <br />on his property and is attempting to have another company mine the remaining gravel <br />resources on the site. <br />The mining activities are contained in the western half of the site. The east site was <br />the former location of the crushing operation. The vegetation in the eastern half is <br />reestablishing and Mr. Holsinger stated Russian Thistle is being sprayed as required. The <br />pit has been mined to the south edge of Phase 1. The southern pit limit is 200 feet from <br />the house owned by Skip Russell and the western limit is 100 feet from State Highway 14. <br />The approved post mining land use for the site is rangeland. Reclamation activities have <br />not begun on site. A well vegetated topsoil is located adjacent to the access road on the <br />west site of the site. Two product stockpiles were located east of the highwall in <br />addition to the No evidence of erosion was observed. <br />The Division currently holds a financial warranty of $10,500. The Division prepared a <br />reclamation cost estimate for the Holsinger Gravel Pit based on this inspection and the <br />original reclamation bond calculation. The Division estimates the total cost to reclaim <br />the site is $20,000.00. A copy of the estimate is enclosed for your review. <br />Per Rule 1.13.5, if an Operator temporarily ceases production of the mining operation for <br />one hundred eighty (180) days or more, the Operator must file a Notice of Temporary <br />Cessation in writing to the Office. The Division recommends Holsinger Gravel Pit file for <br />Temporary Cessation per Rule 1.13.
