In accordance with procedures outlined in 30 CFR <br />906.30, Appendix B, the Forest Service reviewed the Revision for post-mining land use <br />consistency with land use plan (GMUG Forest Plan), and the adequacy of measures to protect <br />non-mineral surface resources, as proposed by MCC in their application. The Forest Service <br />disclosed the activities proposed in PR-14 in the E Seam Methane Drainage Wells <br />Environmental Impact Statement and Record of Decision. The activities proposed in PR-14 are <br />consistent with those brought forward in TR-112, to which the GMUG concurred. <br />Regarding the adequacy of measures to protect Federal resources not covered by the coal lease, <br />as long as MCC implements the project consistent with the design criteria outlined in Appendix <br />C of the ROD for the E Seam Methane Drainage Wells, the activities proposed in PR-14 will be <br />adequate to protect surface resources on NFS lands. <br />We request that Colorado Division of Reclamation Mining and Safety's project-related decisions <br />document protections for non-mineral resources identified by the GMUG. <br />Please contact Ryan Taylor, Paonia District Minerals Administrator, at (970) 527-4131, or <br />r&ylor(&fs.fed.us with any questions you may have. <br />Sincerely, <br />CHARLE S.
