BOWIE RESOURCES, LLC
Bowie No. 1 Mine
Coal Mine Waste Bank Inspection - 3rd Quarter 2008
On September 19, 2008 1 performed a quarterly visual inspection of the Bowie No. 1
Mine coal mine waste bank in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile and surrounding areas were dry. No
seepage or spoil springs were noted around the pile. There were no drainage
alterations and no new bench construction. No topsoil was salvaged during the quarter.
The coal mine waste bank is filled to capacity and has been covered with at least 3.5
feet of non-toxic material. No additional coal mine wasted will be placed in the pile.
The design of the waste disposal area is presented in Volume 6A. To the best of my
knowledge and belief, based on my inspection of the pile and previous inspections by
professional engineers, the coal mine waste bank has been constructed in accordance
with the approved plan.
The pile is located in a remote area well away from human habitation. A failure of the
pile might damage the mine haul road located below the piileP 4owever, a failure of the
pile would probably not be a hazard to human life. oo®??o°°°-
E
S °o
Recommend maintenance: None o o? ?, ?o o
James EAdVer," ?A " Date
P.E.
