Natural Resource Trustee <br />Date: 1011/2008 <br />Re: Adequacy Comments, MR-230, Foidel Creek, #C-82-056 <br />Janet, I have reviewed the permit text and Map 24, sheet 3 of 3 submitted for MR- <br />230 which proposes updates to the emergency mine water handling at the Foidel <br />Creek Mine. My questions or comments are as follows: <br />Permit text on new pages 2.05-50.4 and 50.5 discusses the Eastern Mining <br />District (10RT) - Dewatering Borehole. Included in the discussion are <br />treatment ponds and an 8-inch discharge line buried that diverts discharge to <br />Foidel Creek. As we discussed, these ponds and the discharge line were not <br />constructed. In some way, the new permit text should reflect an up-to-date <br />discussion of what will actually occur with regarding to mine water handling, <br />treatment, and discharge. I would recommend that you ask TCC to clearly <br />note what activities are previously approved but were not implemented on the <br />ground to avoid any confusion regarding water handling. <br />2. New permit text is detailed and descriptive but difficult to follow without a map <br />that clearly shows sump locations, discharge points, discharge volumes, <br />treatment locations, pipeline locations and flow directions in relation to the <br />stream systems. While I understand the necessity of including all these <br />features on Map 24, Surface Facilities, I think it would be very helpful going <br />forward to have a map like Map 16, Mine Water Balance, that show only the <br />key features regarding mine water handling and treatment without the <br />confusion and clutter of the other facilities.
