quickly as possible so that we can continue farming and go on with our lives. We do want it put
back AS GOOD AS IT WAS before it was mined in irrigated cropland(alfalfa) condition. If you
cannot get involved with contracts, then why can't each individual farm be addressed separately
and the Division honoring how it is suppose to be put back instead of lumping all of us together
who all have different crops, irrigation methods, farming methods, soil types, and agreements for
the coal that is being purchased? The existing standards that you have do not fit in this area and
were designed for vacant lands and not productive farm lands. The farmer is trying to continue
his farming after the coal has been mined and your requirements and understanding of farming
practices for this area has hindered many and are still hindering us now. Why does the farmer
not have the biggest say•so in this when it is not only his land, but it is the land that he has
farmed his entire life and should know better than anyone what is necessary to put it back as
good as it was or better? The longer a piece of farm ground is not given bond release, the worse
it gets because if it was returned to the farmer, he would immediately plow it back up, replant,
and have brand new fields again. By you keeping it tied up, you have hurt everyone.
We will stay in contact and reserve the right to object at future dates. We do not know all that
we are objecting to until we can see the rest of the picture. Please allow Western Fuels to get
bond release on the properties East of 2700 Road as it is long overdue. We need to get back to
farming. The mining is done, the reclamation has been completed, and we would all like to get
on with our lives before it is too late.
Thank you for your time,
Frank Morgan and Mary Lou Morgan
Mike Morgan
JoEllen Turner
0
