SECTION II - REVISIONS TO THE PERMIT <br />The following is a summary of revisions to the permit since the RN-4 proposed decision dated July 3, 2006. <br />Since the RN-4 decision was issued, there has been an increase in bond amount required from <br />$9,517,212.00 to the current liability amount of $11,117,348.00. The stipulation originated with the TR-42 proposed decision, issued 10/14/03. The stipulation <br />required submittal of a complete revision application containing applicable demonstration of compliance for <br />permanent road retention including signed landowner requests for roads or road segments to be retained for <br />the postmining land use. The demonstration is to be submitted to and approved by the Division prior to <br />approval of Phase 1 Bond Release for any reclamation parcel that includes a permanent road or road <br />segment. The stipulation remains active. Please refer to the July 3, 2006 RN-4 Findings of Compliance, <br />Proposed Decision Section, for a detailed discussion of stipulation status and history for the operation. <br />4
