III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 22 September 2008. The inspection focused on the 23 <br /> plugged, sealed and reclaimed monitoring wells submitted 08 August 2008. The weather was clear <br /> and the ground was dry during the on-the-ground inspection of the site. <br /> Troy Summers of WWC Engineering was on site to conduct impoundment inspections. <br /> Reclamation Success <br /> All twenty-three monitoring wells were inspected. All sites showed stable ground cover and good <br /> vegetation establishment at the time of the inspection. Holes were sealed and marked using <br /> aluminum caps with the hole ID stamped on the top of the cap. The monitoring wells were abandoned <br /> and reclaimed in compliance with rule 4.07.3 by refilling them with bentonite plugs. The holes were <br /> marked by an 18-inch rebar with a plastic cap buried to expose 1" or less at the surface. Abandonment <br /> reports dated 08 August 2008 were provided to the DRMS for each hole. <br /> Each abandoned monitoring well site was located utilizing a Trimble GeoXT GIPS unit with final drill <br /> site coordinates provided in the abandonment reports. The results of the inspection, including <br /> example photographs of a portion of the 23 holes is provided below. <br /> No construction of roads or pads was evident at the well sites. All 23 sites appeared to be well <br /> vegetated, with some sites exhibiting more vegetation than others. This fluctuation in vegetation <br /> growth is due to the expansive area in which the sites are located. All sites appeared to be well <br /> vegetated and showed no signs of erosion, damage, evidence of roads, or any other problems. <br /> During the inspection there was no evidence that the drilling had occurred with the exception of the <br /> marking cap at each location. <br />
