The remedial plan mill ident.# and assess the factors that contributed to the failure, will
include specific remedial measures to be implemented to repair the slide and affect compliance with the applicable requirements of Rule
4. 14, and shall include a geotechnical stability analysis demonstrating that the remedial plan will result in a final slope that will comply
with Rule 4.14.2(1)(b). The application will also address both short term and long term measures that will be taken to provide
adequate sediment controls in the Pond 12 watershed, consistent with long term mass stability of the failed slope. Short term measures
may include cleanout of Pond 12, if the geotechnical report demonstrates that such cleanout can be accomplished without compmmising
slope stability. The application will include a schedule for implementation of the slide remediation plan, including the short and long
term sediment control measures for the Pond 12 watershed
SCC retained the services of a qualified geotechnical firm, Northwest Colorado Consultants, Inc. (NWCC) to conduct
the geotechnical investigations and slide evaluation. The geotechnical investigations (drilling and bulk sampling) have
been completed and the results obtained from the laboratory. The in-depth evaluation of the slide area to assess the
total effects of the contributing factors to the failure has been partially completed. NWCC has proposed that the slide
be allowed to set over the 2008/2009 winter season so that additional monitoring and evaluations can be conducted
during the upcoming spring runoff season.
SCC has prepared the attached technical revision for insertion into the PAP. Follow-up recommendations and plans
will be submitted once the remaining evaluations and assessments have been completed.
Sincerely,
Roy Karo
Reclamation Manager
attachment(s)
cc: Carl Johnston (OSMRE)
John Husband (BL.1)
Seneca Coal Company • P.O.
