ORIGINAL - PUBLIC FILE <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1989-11 A <br />INSPECTION DATE: 2/15/08 INSPECTOR?S INITIALS: -RK <br />OBSERVATIONS <br />The Division conducted An inspection of the site as part of sites to be inspected during <br />the fiscal years 2008-2009.Site is a small 110 sand and gravel operation located along <br />Pikes Peak Road and operated by the City of Colorado Springs utilities. Present during the <br />inspections were, Mrs. Kim Hurley and Mr. Dave Jordan pf Colorado Springs utilities. <br />1) As stated above site is a small 110 sand and gravel operation covering 9.7 acres . <br />2) Permit area is divided in tow distinct areas and not contagious. East phase and west <br />Phase. <br />3) East phase portion of the mining area has been completely reclaimed. Not much of grass <br />growth was noted , however, the area appeared to have been vegetated with natural <br />types of vegetation such as sage and other non noxious weeds. Given the elevation of <br />the site and the fact that the reclaimed slopes appeared to blend in naturally with <br />the surrounding area, re- disturbing the site to re-seed might cause more harm than <br />good. The City is aware the are will not be released until it meets the required cover <br />Standards. No major erosion features other than small rills noted. The storm water <br />Water sumps for the affected area, appeared to handle the drainage from the reclaimed <br />Slopes and no defined drainage way from these sumps to the road was noted. <br />4) The west phase area a portion of it is undergoing reclamation with slopes being graded <br />to approximate 3:1 slope. The already reclaimed portions of the slopes appeared <br />stable. As noted in the East Phase and there was little grass growth noted. According <br />To Dave, the operator plans to complete the reclamation of the site some time this <br />fall. The drainages sump for the reclaimed slope might require some enhancement prior <br />to next spring to avoid runoff from the disturbed area reaching areas outside the <br />permit. <br />5) Permit sign was properly posted at the access to the East Phase <br />East of the East Phase area, there appears to be a small earth moving type activity along <br />the road and projecting to the south. According to Dave this are was used as staging for <br />the road crew during road maintenance. Colorado Springs utilities need to explain what <br />this disturbance was associated with and that it had nothing to do with the approved <br />permit # M-1989-116, AND POST A SIGN AS SUCH.
