III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on September 11, 2008. I was not accompanied by an operator <br /> representative during the inspection. Weather conditions were cloudy and cool. The majority of the <br /> mine site is reclaimed and there was no activity at the site at the time of the inspection. <br /> Roads <br /> The access road to the mine site was damp but generally in good condition. No problems were noted <br /> along its entire length up to the former portal bench access road. <br /> Hydrologic Balance <br /> East Salt Creek was nearly dry and had only a trickle of water at the road crossing and some standing <br /> pools of water further downstream. It had rained the night before this inspection so ground conditions <br /> were damp throughout the mine site. Ditches and culverts associated with the reclaimed waste <br /> disposal site, cover soil stockpile site, and the topsoil stockpile locations were in good condition and <br /> well maintained. The waste disposal area sediment pond was not retaining any water. The inlet and <br /> discharge structures were stable and no problems were identified. <br /> Reclamation Success <br /> The bottom portion of the reclaimed portal access road was inspected. The upper segment and portal <br /> bench area were not inspected. As seen in the attached photograph the Quickgaurd annual rye came in <br /> very well this spring and summer but has now turned entirely brown. The reclaimed portal access road <br /> is stable. No signs of significant erosion or instability were noted at any of the mine site locations <br /> during this inspection. <br />
