EXHIBIT E <br />Reclamation Plan <br />The final reclaimed use for the Camilletti Project site is to return areas used originally as <br />cropland back to cropland and areas used as grazing lands back to grazing lands. The top six <br />inches of soil on the property is classified as topsoil. This layer includes the root zone of grasses <br />and crops, which will be stripped and stockpiled separately. If the stockpile remains more than <br />one growing season, it will be seeded with a fast growing vegetative cover to prevent erosion. <br />All topsoil will be retained on-site to reclaim the areas disturbed by mining activities. <br />Approximately 6 inches of topsoil will placed on the disturbed area during final reclamation. <br />Connell anticipates that reclamation will occur concurrently with mining. Topsoil and <br />overburden stripped from newly mined areas will be used for grading and revegetation of <br />previously mined areas. Maximum reclaimed slopes will not exceed 3H:1 V to ensure slope <br />stability, as shown in Exhibit F (Reclamation Plan Map). A 12 foot wide access road will remain <br />on the property after reclamation has been completed. <br />The landowner currently harvests the previously reclaimed pit slopes and adjacent cropland. <br />These areas have been seeded with an alfalfa mix. Connell Resources, Inc. anticipates that the <br />final reclamation would also include seeding with an alfalfa mix per the request from the <br />landowner. On July 8, 2008 a phone conversation with Lori Jaxwick of NRCS indicated the <br />following recommended seed mix for temporary seeding. On August 19, 2008, an e-mail from <br />CJ Mucklow of the Routt County Extension for CSU recommended the following seed mix for <br />permanent reclamation (application rates specified are for drilled seeding; double the rates for <br />broadcast seeding): <br />Temporary Seeding <br />50% Smooth Brome 6.50 lbs (PLS) per acre <br />50% Pubescent Wheatgrass 7.00 lbs (PLS) per acre <br />Permanent Reclamation <br />50% Alfalfa 7.00 lbs (PLS) per acre <br />25% Cache Meadow Brome 3.00 lbs (PLS) per acre <br />12.5% Manchar Smooth Brome 1.50 lbs (PLS) per acre <br />12.5% Piute Orchard Grass 1.50 lbs (PLS) per acre <br />For the past 8 years, Connell Resources, Inc. has coordinated with Routt County Weed Control <br />on annual spraying programs. This includes the noxious yellow toadflax weed. Routt County <br />Weed Control was contacted and annual weed control was consequently implemented after the <br />August 3, 2000 Camilletti Pit County Special Use Permit Planning Commission hearing. This <br />program will continue during the duration of the 112c permit extension, and specific guidelines <br />have been incorporated into the Camilletti Pit Weed Management Plan (see attached copy). <br />Camilletti Pit <br />DRMS 112 Permit Amendment <br />Page 8
