Our staff concurs that it is in the best
~ntereat of the publlia, other right-of--way holders, and the Bureau's post mitring land use activities to
leave the road in place as is.
addition, the referenced road was authori2ed by BLM es rightrof--way COC-42656. Theright-of-
ay (ROW) was assigned to Bowie Resources Ina in 199fi and expires on 11/06/2D16. BRL is in
.:umpliancc with the ROW grant terms and stipulations, and is obligated to continue maintaining the
toad from the intersection with Steven's Gulch to the former West Mine portal bench gate during the
life of the grant.
Its concerns the lower East Roatcap Creek Road. The upper segment of the historic East Roatcap
road does not need to be reestablished as a road, The roadbed shape is recognizable within the
reclamation area, however we don't recommend removing the road as, its presence may improve
slope stability, and prevent slide an the upslope "131ough Road"•
[*r~*.t 4 $l~tem's C?~LGh. aV.a~.et+x 5!~.r.J~ T*eit ut aea :+rx srr,~. *ea'x. *.4fiaz?:rxl to e?+ascassc pse-~ssvtitie.
portal loeatlon, the atoak trail route was subject to additional route modifications around 1995. HLM
staff flagged the changes and the mining, company paid for the construction and seeding. Eventually,
TR-043 60i 01 /04
/~ PPRo~6~
Z~zo~~y
