2.05 APPLICATION FOR SURFACE OR UNDERGRAUND MINING ACPIVITIFS--MINIMUM <br />• REQUII~S43~1i5 FUR OPERATION AND RDCLAMATION PLANS. <br />2.05.4 Reclamation Plan. <br />(2) (d) (Cont'd.) <br />In November, 1986, topsoil salvage operations were initiated at the <br />Orchartt Valley West Mine portal location. A minimum of 32" inches <br />of topsoil was salvaged from those areas to be disturbed for the <br />portal development (see Orchard Valley West Mine Portal Topsoil <br />Placeimsit & Sediment Control drawing, Soils Appendix, Volume 9) . <br />Approximately half (11,200 cubic yards) of the topsoil was stored in <br />a stockpile immediately north of the excavated mine bench area. The <br />remainder (20,700 cubic yards) was stored in a four foot lift <br />covering the outslopes of the mine bench fill etnbanlanent. <br />As a consequence of developing the West mine portal, an existing <br />road, paralleling Fast Rct3tcap Creek, was buried by the fill <br />material embarilanent for a distance of approximately 500 feet (see <br />Orchard Valley West Mine Portal Topsoil Placement & Sediment Control <br />drawi~, Soils Appendix, Volume 9). To provide continued access <br />through the mine site area, COVCC in September, 1991, agreed to <br />allow limited use of the fill slope for livestock trailing purposes. <br />A plan was developed in cooperation with the affected landowner and <br />--- - the BIrI whereby a new livestock trail would be constructed on BLM <br />property south of the mine bench and west of the mine fill, <br />• utilizing the south side of the Orchard Valley West Mine fill <br />embanlanent to connect with the old existing road (see Figure 2.05-8, <br />Orchard Valley West Mine Livestock Trail). <br />~VCC will carefully monitor that portion of the trail traversing <br />the fill slope to ensure that the appropriate performance starr3ards <br />are met and the topsoil resource remains adequately protected. The <br />maximum usage of the trail will be limited to two cattle drives per <br />year (1 fall, 1 spring) with no more than 200 head of cattle per <br />drive. The Division shall be notified prior to the occurrence of <br />any drive. A 3-strand barbed wire drift fence will be constructed <br />along the south side of the silt fence located on the south terrace <br />of the fill embankment. The barbed wire will serve to protect the <br />silt fence and will prevent cattle from accessing the upper half of <br />the fill and the active mine bench. Cattle will be driven across <br />the fill slope in a timely fashion and will not be allowed to graze <br />for extended periods. Travel across the fill slope will be limited <br />to livestock, as previously specified, and associated intermittent <br />horseback or ATV traffic as well. <br />• <br />MR 91-77 Revised 10/25/91 <br />66A <br />
