§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES - <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.9 Reclamation Plan <br />(2) (d) (Cont-d.) <br />The 500,000 gallon water storage tank on Steven's Gulch Road north of the <br />mine was constructed during the Summer of 1981. Soils were identified as <br />Delson Loam, 3 to 12 percent slopes. Six feet of topsoil was salvaged fran <br />the 0.35 acre site and stockpiled along the eastern perimeter of the site. <br />Upon cessation of operations, the storage tank will remain for use by the <br />Pitkin Mesa Pipeline Company. The topsoil is available for the <br />reclamation of other mine areas. <br />During the initial construction of the old waste disposal area during the <br />summer of 1960, six inches of topsoil was removed with a dozer and <br />stockpiled nearby. The stockpile was reseeded in the fall, according to <br />Section 2.05.4(2)(e). The old waste pile was expanded to the south <br />during October, 1982. Eight inches of topsoil was salvaged and stockpiled. <br />The old waste pile was filled to capacity in August, 1983, and final soil <br />cover and grading was completed. Following redistribution of six inches <br />of topsoil with a front end loader and blade, the surface was ripped. Due <br />to the limited quantities of topsoil available at the site, only the top <br />of the waste disposal area could be topsoiled. Per the Division's <br />recommendation, fertilizer was applied to the outslopes. The area was <br />fertilized and seeded during November, 1983. Vegetation was successfully <br />established by the next year. <br />In the Spring of 1985, spontaneous combustion in the old waste rock fill <br />was detected. Surficial cracks were tamped closed to cut off contact with <br />oxygen. As this method proved unsuccessful, topsoil and subsoil were <br />excavated and stockpiled. The hot material was excavated, cooled and <br />transported to the West Ridge disposal site. Excavated materials were also <br />utilized by the Western Slope Carbon wash plant facility.
