8. No activities shall be allowed within '/, mile of an active flammulated owl nest from March <br />1 to July 31. <br />9. No activities shall be allowed within one mile of an active bald eagle or peregrine falcon <br />nest from February 1 to July 31 if they would. cause nesting failure or abandonment. <br />(LRMP III-33) <br />10. No surface occupancy beyond historic levels within %a mile radius of active golden eagle <br />nests. (CDOW 2008). Seasonal restriction to human encroachment within Y2 mile <br />radius of active nests from December 15 through July 15. (CDOW 2008). <br />11. All road use and maintenance on the Forest Service system roads must be performed <br />according to Bowie's existing Forest Service Road Use Permit. <br />12. The USES officer may require surfacing of temporary roads where justified by conditions <br />or traffic volumes. Roads constructed within 660 feet of a riparian area will be surfaced <br />with 3-inch minus clean crushed rock if requested by the District Ranger. <br />13. New project access roads and pads will be gated and closed year-round to the general <br />public. <br />14. All new access roads constructed for the sole use of this project will be decommissioned <br />by full obliteration when no longer needed for the project and reclaimed. <br />15. All fuel and hazardous material storage will be at lease 100 ft from any water resource <br />and will be double contained. <br />16. During drilling operations, the Hubbard Creek Road will be closed to public motorized <br />access. This road will be signed and blocked as directed by the Forest Service. <br />17. Bowie is responsible for using appropriate MUTCD traffic control devices when any <br />heavy equipment is moved on Forest Roads. Bowie will post warning signs, at locations <br />designated by the USFS, to warn the public of increased traffic on roads resulting from <br />project activities. Additional security and public safety measures may be considered and <br />approved or directed by the District Ranger. <br />18. Disposal of sewage and trash will be at an authorized disposal site off the Forest. <br />Portable toilets must be provided for personnel working on the drill sites. <br />19. The Operator will comply with any fire restrictions in effect at the time of proposed <br />operations. The Forest Service reserves the right to suspend operations during periods <br />of high fire potential. Forest Service will provide the operator as much advance notice of <br />anticipated closure orders as possible. <br />20. The Operator will have ability to contact emergency services, including Montrose <br />Interagency Fire Dispatch at all times. Fire extinguishers, ABC grade, at least 5 lbs. or <br />greater, will be on or near each internal combustion engine. <br />21. All gasoline, diesel, and steam-powered equipment must be equipped with effective <br />spark arresters or mufflers. Spark arresters must meet Forest Service specifications
