III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> over the years of irrigation, and perhaps variations in topsoil. The vegetation is very sparse (Figure 11). <br /> Benson-East (IP) <br /> This field, planted more recently than the others, has a higher percentage of alfalfa. The second <br /> cutting had not yet occurred. <br /> Closing Comments <br /> This completed the field inspection for SL-11. In the office, the Division will evaluate the post <br /> mine contour map, the topsoil replacement depth map, the revegetation data and the <br /> sedimentation data. One item the Division has noted is that WFC used a proposed reference <br /> area standard rather than the approved technical standard for revegetation comparison in the <br /> bond release application. The application will need to be revised to demonstrate success using <br /> a comparison of the vegetative cover data from the reclaimed parcels for Irrigated pasture is <br /> compared the approved standard of 71.8%.
