B. The Division will require that each hole, well or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />No plan for blasting is proposed or contemplated since the permit is a reclamation <br />only permit at this time. <br />VII. Disposal of Excess Spoil <br />A. The Division approves the use of disposal areas for excess spoil. (4.09.1 (1)) <br />B. The Division has reviewed a general and detailed design plans for Fills 1-9 <br />and approves them. <br />C. Alternative specifications for design and construction of the fill have not been <br />proposed by the applicant. However, they may be used, following a thorough <br />analytical demonstration that such alternatives shall result in a structure as <br />environmentally sound and structurally stable as a fill designed with standard <br />specifications. (4.09.1(3)) <br />D. The Division approves the use of vegetation and organic material as mulch or <br />as an amendment to topsoil to control erosion, promote growth, or increase <br />moisture retention. (4.09.1(4)) <br />E. The Division approves of the location of the disposal areas. (4.09.1(6)) <br />F. The Division approves the use of terraces in order to conserve soil moisture, <br />control erosion, and enhance stability. They are compatible with the post- <br />mining land use of rangeland and wildlife habitat. The width of these terraces <br />shall not exceed 20 feet and the vertical distance between terraces will be 40 <br />feet. Culverts or underground rock drains are not approved on the terraces. <br />(4.09.1(9)) and 4.14.2(2) <br />G. The applicant has not proposed to dispose of excess spoil in underground <br />mine workings. (4.09.1(15)) <br />VIII. Coal Mine Waste Banks <br />No specific approvals are granted under this section. <br />18
