• Introduction <br />The White River City Pit is located approximately 16.75 miles west of the town of Meeker, Colorado <br />in Rio Blanco County. Connell Resources, Inc. will be the operator of this pit and will place the <br />reclamation bond with the DRMS. <br />The White River City Pit was initially permitted in early 2007. It was scheduled for a life of 3.6 years <br />but much higher than expected demand has resulted in a shorter life. For this reason, another Special <br />Use Application is being filed at the end of August 2008 to increase the mining area of the pit. This <br />request would change the disturbed area of the operation from 42.8 acres to 81.95 acres. The operation <br />would continue to mine an alluvial deposit of gravel in a permit area of 92.7 acres northwest of <br />Meeker, immediately south of White River on the corner of Colorado State Highway 64 and west of <br />County Road 5. This is the same area that was permitted in Rio Blanco County in early 2007. The <br />undisturbed area site is primarily used for irrigated pasture and is zoned agricultural. Map C-IA shows <br />the pre-mine site and the surrounding area. The area for staging, facilities, stockpiles etc. will remain <br />• the same as in the original application: 9.66 acres. The additional disturbance area will solely be used <br />for mining gravel. The operation would be undertaken in phases and the site will be reclaimed to an <br />aesthetically pleasing lake with a large wetland shelf and dry land pasture above the lake area. <br />Operations in the additional area would begin in late 2008, provided that all permits are granted. <br />Mining would only last an additional 3 years although the market plays a large role in the length of the <br />mining. Connell expects that the average production from the pit is 500,00 tons per year. Almost all of <br />this gravel would be used to service the demands of the gas industry, located south of the pit site. <br />The pit is designed to meet or exceed Division of Reclamation, Mining and Safety (DRMS) regulations <br />on mining and reclamation. All operations of the pit will be monitored to maintain consistency with <br />DRMS and County requirements. <br />Much of the text of the original application has remained the same and kept in place for reference.
