Sherman <br />Executive Director <br />Dick Wolfe, P.E. <br />Director <br />RECEIVED <br />CEP 16 2008 <br />Dear Mr. McLean: Division of Reclamation, <br />Mining and Safety <br />We have reviewed your December 28, 2007 letter requesting renewal of the substitute water <br />supply plan for 2007 and 2008, in accordance with Senate Bill 89-120 for a sand and gravel pit <br />previously operated by Stonewall Springs Quarry, LLC/Morley Companies. The required renewal <br />fees of $257.00 for 2007 and $257.00 for 2008 have been paid. The applicants shall be responsible <br />for compliance with this plan, but the State Engineer's Office may also pursue the landowner for <br />eventual compliance. <br />PLAN OPERATION <br />This pit did not exist, and no ground water was exposed, prior to January 1, 1981. This plan <br />proposes to replace depletions to the Arkansas River that result from dry mining aggregate. There <br />will not be a wash water pond or concrete batch plant. <br />DEPLETIONS <br />Previous approvals were for dry mining, with the only water exposure consisting of <br />dewatering trenches (0.3 acres), a collection area (0.1 acres), and a return trench (0.1 acres). The <br />0.5 acres of exposed ground water will result in 1.77 acre-feet of evaporative loss (See attached <br />Table 1). A total of 15.33 acre-feet of water is expected to be consumed by 500,000 tons of <br />aggregate mining (14.72 acre-feet) and approximately 0.61 acre-feet used for dust suppression (See <br />attached Table 2). Total operations with evaporation will result in 17.09 acre-feet of consumptive <br />use. Well permit no. 054064-F (ID 1406561) was obtained for this pit. <br />A Glover analysis was prepared to calculate lagged stream depletions using a transmissivity <br />of 100,000 gallons per day per foot, a storage coefficient of 0.2, a distance from well to steam of <br />2,400 feet and a no flow boundary at 5,000 feet from the Arkansas River. Your stream depletion <br />analysis is also attached (See attached Table 3) providing a monthly distribution of the steam <br />depletion.
