PUBLIC NOTICE <br />MINREC, INC., P.O. Box 60340, Grand Junction, CO, 81506, has submitted a <br />complete application for a technical revision to the Division of Reclamation, Mining and <br />Safety, for its mining permit No. C-1981-047. The proposed revision will incorporate a <br />soil loss comparison into the permit. The soil loss comparison demonstrates that <br />untreated drainage from the reclaimed area will contribute fewer suspended solids to <br />stream flow or runoff outside the permit area as untreated drainage from the natural <br />surrounding pre-mining area. Therefore, sediment ponds are no longer required so <br />they can be removed. The sediment ponds will be reclaimed as requested by the <br />landowner. Pond 5 will be backfilled and graded by pushing in only the southern <br />portion of the pond embankment sufficient to route drainage from the coal mine waste <br />disposal pile toe ditch into Hubbard Creek. Reclamation of pond 5 will also include the <br />removal discharge pipes and filling in the emergency spillway. Reclamation of pond 4 <br />will involve removal of the discharge pipes and pushing in the northeast portion the <br />pond embankment so drainage is routed into Hubbard Creek. <br />The Blue Ribbon Mine is located seven miles northeast of Paonia, CO, north of <br />Highway 133, Section 2 T 13 S, R 91 W, and Section 35 T 12 S, R 91 W. The location <br />of the permit area is contained in the U.S. Geological Survey 7.5 minute Bowie, <br />Colorado, quadrangle map. A copy of the proposed revision is available for public <br />inspection at the Paonia Public Library, 140 Grand Avenue, Paonia, CO, and at the <br />offices of the Division of Reclamation, Mining and Safety, 1313 Sherman St., Room <br />215, Denver, CO, 80203, (303) 866-3567. Written comments regarding this application <br />may be submitted to and additional information may be obtained from the Division of <br />Reclamation, Mining and Safety at the above address.
