Cattany <br /> Division Director <br />RE: Bowie No. 2 in , Permit No. C-1996-083, Bowie Resources LLC Natural Resource Trustee <br />Minor Revision No. 89, Light Use Road Designs, Request for Assistance <br />I am requesting your assistance in the review of Minor Revision No. 89 (MR-89), submitted by <br />Bowie Resources LLC (BRL) for the Bowie No. 2 Mine. In MR-89, BRL proposes to incorporate <br />into the Bowie No. 2 Mine permit a generalized light use road design for the light use roads that <br />had already been approved in Technical Revision No. 52 (TR-52). TR-52 involved 13 gob vent <br />boreholes on Forest Service land. <br />At the time of the TR-52 approval, it was assumed that the road designs would be consistent with <br />past practices. However, it was agreed that BRL would submit a revision to the Division if the <br />TR-52 road construction was different from the normal light use road construction now in use. <br />The Forest Service, then, requested changes to the road design for TR-52 so MR-89 was <br />submitted. <br />Figure 1 of the MR-89 submittal shows the new light use road design for the light use roads <br />approved in TR-52. The basic difference appears to be that the new designs will not allow any <br />side casting of material. Therefore, haul distances might change. <br />Therefore, I am asking you to determine whether the reclamation cost estimate for TR-52 has to <br />be modified in MR-89 to take into account the new road construction techniques presented in <br />MR-89. <br />I will call MR-89 complete on August 21 so the decision due date will be Tuesday, September 2. <br />If I could get your memo back by Friday, August 29, I would appreciate it. I will be in the field <br />from August 25 through the 28. <br />Attached is one complete copy of the MR-89 submittal, as well as Map 9 from TR-52 which <br />shows the road locations. If you need any other information, please let me know.
