EXHIBIT C--MINING PLAN <br />(a) Estimated date mining will commence is November 1, 2008, and date it will end is May 1, 2027. <br />The operator anticipates mining about one-half acre per year which would begin in April of <br />each year and end in late October or November of each year. <br />(c) The overburden is actually the surface grass of about 2 feet. The plan is to stockpile this <br />overburden along the south fence all the way back from the east side to the west side of the pit. <br />The location is marked on Exhibit E <br />(1) Surveyor Creek does not exist except as a noticeable draw and does run except in the event of an <br />occasional flood. A protective bank will be left on the edge of the draw to contain the possible <br />flood waters, to avoid creating a pond. Since the soil is so porous, any excess rainfall tends to <br />drain off immediately. <br />(f) Attached is a cost estimate bid from Slusser Bros. Construction. They are the only company in the <br />area who do this kind of work on a daily basis. Their bid shows a cost of $1.50 per cubic yard <br />for backfilling and sloping, and $600.00 per acre for seed, mulch and fertilizer in accordance <br />with the Natural Resources Conservation Service recommendations, copy of which are attached <br />It is the operator's plan to reclaim each exposed one-half acre area each year, or each time a one- <br />half acre run from east to west along the stream bank has been mined.
