LLC, Permit No. C-1981-022 <br />TR-61 Application for Additional Mine Ventilation Borehole. <br />Dear Ms Talvitie: <br />The purpose of this letter is to request Technical Revision No. 61 to the Oxbow Mining LLC <br />(OMLLC) Permit No. C-1981-022. This TR provides for an additional methane drainage <br />borehole using the reclaimed road and located at the reclaimed coal exploration site previously <br />identified as ECM-05-27. <br />The proposed borehole is not a typical gob vent borehole designed to be located over a subsided <br />panel. Rather, the borehole is to be a fully cased (10'/4" steel casing) borehole located in the 1 <br />South gate roads. The casing will connect to underground mine pipe that is used to tap into back <br />bleeder methane taps in panel mine seals. A standard, gas powered, portable methane exhauster <br />will be connect at the surface well head to vent mine methane from the bleeders of the south <br />panels. The pump will be operated with the gas drawn from the mine, and any excess gas will be <br />vented into the atmosphere. <br />The padsite is located on BLM surface and within the federal coal lease COC-61357. <br />A revised Drawing 2.05-M1, Sheet 6 of 6, "General Facilities, Gob Vent Boreholes." and <br />revised PAP pages for Exhibit 2.04-E3, Item 9 - Methane Drainage Well Information are <br />attached herein. <br />OMLLC has previously permitted gob vent borehole programs (TR 46, 48, 53, 54, 56, 58 and <br />MR 86). The subject of this TR is consistent with the previous submittals. <br />Site Construction, Operation and Reclamation <br />The project will be very similar to that which had previously taken place for current borehole <br />sites. Overall, the site will be accessed via the pre-existing Bear Creek canyon ranch road and the <br />0 Page 1
