III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Seneca II-W Mine conducted on August 21, 2008 by Mike <br /> Boulay of the DRMS. Dennis Jones of Seneca Coal Company(SCC) was present during the <br /> entire inspection. Weather conditions were sunny and warm. Ground conditions were dry <br /> throughout the mine site. There was no activity at the site during this inspection. <br /> Roads <br /> Roads were in good condition and generally well maintained throughout the site. Most areas of <br /> the mine site were viewed. Last years heavy snow pack and subsequent melting has produced <br /> rills and gullies in many locations. This was particularly noted along the road leading to Ponds <br /> 016/016A on the slopes above and below the road surface. SCC is working to repair the rills and <br /> gullies. <br /> Hydrologic Balance <br /> Site Sedimentation Ponds 005, 006, 016, 016A, and 017 were inspected. All of these ponds with <br /> exception of Pond 005 were full and discharging clear water. Pond 005 was retaining a <br /> significant amount of water approximately 1-2 feet below the principal spillway. Pond <br /> embankments and discharge structures at all of these pond locations were in good condition and <br /> no problems were noted. <br /> Postmine drainage channels above the inlet to Pond 016A have been damaged in a recent rain <br /> event. As shown in the attached photo the TRM has been damaged and will need to be <br /> replaced/repaired at this location and further up the channel above the two culverts. SCC is in <br /> the process of repairing the channels and restoring them to their original condition. Postmine <br /> drainage control elsewhere at the site appeared stable and no problems were identified. <br /> Slides & Damage <br /> The slide prone area located above the inlet to Pond 016 has moved again. Additional damage <br /> has occurred sometime during the snow melt and spring runoff from last winters substantial snow <br /> fall. The damage can be seen in the attached photo. Movement has occurred above and below <br /> the access road to Pond 016. Please continue to monitor the slide damages area and make repairs <br /> necessary to stabilize this location. <br />
