I11. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> July that contributed these flows. <br /> A track-mounted excavator was in the process of placing sandstone rprap to form a lined ditch running <br /> down the slope of the former crushing and screening bench (Figure 7). <br /> West Mine- Ponds W-1 and W-2 were completely dry. <br /> Loadout Area - During the July inspection, it was noted that the bin wall spillway was effectively <br /> overgrown with shrubs and grass. The material has now been cleared (Figure 8), and the disturbed <br /> ground will be reseeded later this fall. <br /> Backfill & Grading <br /> East Mine - Work at the uppermost bench is very nearly complete, with much of the area backfilled to <br /> grade, seeded, and mulched (Figure 9). Several feet of backfill previously placed at the portal bench <br /> were in the process of being excavated and hauled to finish off the upper level. The substation area <br /> had been hydro-seeded earlier in the day (28-Aug). The concrete surge bin had been broken down, <br /> and the steel surface folded over in preparation for burial by backfilling operations. Riprap has been <br /> stockpiled for use in the rock-lined ditch. <br /> R.O.M. Pile-Survey lath has been placed across the upper surface, describing the extent of cut and fill <br /> that is yet to occur. <br /> Topsoil <br /> Well Field-The southern and northern ends of this topsoil pile are covered with Knapweed. This topsoil <br /> should not be distributed within the permit area for reclamation prior to eliminating the Knapweed; <br /> otherwise, the problem will be magnified in the future. <br /> Fish& Wildlife <br /> A bull elk was sighted at the West Mine (Figure 10), and the area bore numerous signs of occupation by <br /> both elk and deer. <br /> Revegetation (and Weeds) <br /> Loadout Area - Knapweed documented during the July inspection has been removed by mechanical <br /> means. BRL will continue to monitor the site and treat the knapweed as it reappears. <br /> R.O.M. Pile - Isolated patches of Knapweed were observed in the material storage area. Although this <br /> will be reclaimed eventually, the Knapweed needs to be controlled so that it is not allowed, to spread <br /> further. <br /> Pond I -Canada thistles against the upstream side of the impoundment appear to have been sprayed <br /> this season. <br /> Bowie No. 1 Mine C-1981-038 27,28-Aug-2008 <br /> -2- <br />
