III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash of the Colorado DRMS.The Hawks Nest Mine is a <br /> forfeited and revoked site that was reclaimed by the State of Colorado using forfeited reclamation bond money. <br /> Since October 22,2005,the required inspection frequency has been for one complete inspection and three <br /> partial inspections per year. There is an east section and a separate west section of the mine. <br /> Roads <br /> There are no permitted roads associated with the Hawks Nest Mine. Access to the reclaimed site is through the <br /> old state highway. A side road off of the old state highway that leads to the DMEA substation provides access to <br /> the west section of the mine. The highway and side road were passable.Two small mudslides adjacent to the <br /> north side of the old state highway did not reach the highway. <br /> Hydrology <br /> The sediment pond in the west section of the mine was dry. The pond embankment was well vegetated and <br /> stable. The single open channel concrete spillway and half culvert were functional. An alluvial well west of the <br /> pond had its well cap on.No problems were observed with the well.Three new survey stakes were present in <br /> the pond and between the pond and the river in the vicinity of the DMEA substation. It is not known for what <br /> purpose the survey stakes were present. <br /> The two culverts under the old state highway in the east section of the mine were open, although the inlet of the <br /> westernmost culvert was close to one of the mudslides. The riprapped channels downgradient of both road <br /> culverts were functional. The river berm on the east section of the mine was in place. <br /> Reclamation <br /> No erosional problems were observed at either the east or west sections of the mine. <br /> Several thistle plants west of the pond had been recently sprayed. In the east section of the mine,quite a few <br /> occurrences of knapweed and some bindweed were observed on the east side. <br /> Signs and Markers <br /> Stream buffer zone signs were up near the west side pond. There are no other mine signs associated with the <br /> Hawks Nest Mine. <br /> Records <br /> Because this is a revoked mine site,there are no mine records. <br /> c:/word/hawksnest/insp0808 <br />
