L/
Dear Mr. Keffelew,
On April 24, 2008 Mr. Timm Comer of Cripple Creek & Victor Mining Company,
Anglogold Ashanti (Colorado) Corp. (CC&V) and I met with Mr. Berhan Keffelew
of the Colorado Department of Natural Resources, Division of Reclamation,
Mining and Safety to discuss a request for an independent review of portions of
the permit application for the Cresson Project (M-1980-244 Addendum 9). On
April 25, 2008 I visited the mine site with Mr. Peter O'Connor (CC&V) and Mr.
Timm Comer to review the components of the mine and Valley Leach Facility
(VLF) expansion. Subsequent to this I developed a scope of work that was
accepted by Mr. Keffelew and CC&V; I was also contracted by CC&V to perform
the work. Apart from meeting with the CC&V consultants I had no other contacts
with CC&V during the review period.
This letter report presents a summary of the approach to the work, as well as
the review comments. In summary, this review found that the engineers
exercised great care in the site characterization, analyses and design for the
proposed expansion of the Cresson Project. While the final height of the Cresson
heap will be considerable no issues were identified with the design and heap
configuration. The design of the overburden handling and storage facility in East
Cresson relies on the site characteristics to develop an environmentally protective
facility. I suggest a small change to the proposed cover system for the East
Cresson facility.
The following section provides a summary of the approach to the review as well
as a list of the documents that were reviewed. This is followed by three sections
1
