Box 46667 <br />Denver, CO 80201-6667 <br />Re: Roadside Portals (Permit No. C-1981-041) <br />Bond Release Application No. 4 (SL-4) <br />Dear Mr. Fulton: <br />Snowcap Coal Company, Inc. has applied for a bond release at the Roadside Portals. The bond release <br />application was found complete by this Division on September 8, 2008. Snowcap Coal Company is <br />requesting release of Phase I bond liability on 18 reclaimed acres of its total 3,016 acres within the <br />permit boundary at the Roadside Portals Mine. The Phase I Bond Release request is for 18 disturbed <br />acres that have been reclaimed at the Roadside North and South Portals. The specific locations for the <br />Phase I bond release request are at the overland tube/bridge structure, Roadside South Portals, A <br />Substation, and Light Use Road #1. A surety bond in the amount of $2,233,045.00 is in place of which <br />$626,633.00 is being requested for release. The surface ownership is Federal and private, and the coal <br />mined was Federal and private. <br />In accordance with Rule 3.03.2(2) of the Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining, you are hereby notified that the Division will be conducting an <br />inspection of the Roadside Portals on October 7, 2008, at 9:00 AM. The purpose of the inspection will <br />be to evaluate reclamation at the site. If you wish to attend the inspection, please contact me for specific <br />details.
