III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the <br /> operator during the field inspection. Bill Bear represented the operator during the records check. There was no <br /> activity on site.The North Fork of the Gunnison River was not running as high as during the previous month. <br /> Signs and Markers <br /> The mine ID sign and post are on the ground at the top of the hill and need to be put back up. Surface <br /> disturbance markers were also up around the disturbed area,except above the reclaimed portal area due to safety <br /> concerns.The"no trespassing"sign was up on the front gate. <br /> Roads <br /> The paved haul road was in good condition and was passable. The bridge over the river was also passable, <br /> although a few boards in the bridge are showing wear and tear. <br /> Facilities <br /> The entrance gate was unlocked and open. The gate should be locked. The demolished and burned mine office <br /> debris,as well as some other equipment, is still on site. <br /> HydrologX <br /> The water level in the hillside spring water treatment pond was 6 inches below the horizontal pipe and was <br /> discharging at about 10 to 15 gpm. The discharge water was orange in color,which has been shown in the past <br /> to be in compliance with water quality standards.There was only a little standing water in the sediment pond. <br /> The primary discharge pipe gated valve was in the closed position. <br /> The collection ditch leading to the north end of the sediment pond had sufficient capacity. The road culvert at <br /> the entrance gate leading to the south end of the sediment pond was clear. The river berm had sufficient height <br /> to protect the flat facilities area from flooding. The caps were on both of the two alluvial wells. <br /> Reclamation <br /> The reclaimed mine road leading to the reclaimed fan and portal areas was well vegetated and appeared to be <br /> stable. The reclaimed fan area was stable,although the hole above the partially buried concrete block has grown <br /> in size and depth.It was not apparent whether this was from erosion or instability. The unstable area at the <br /> reclaimed west portal site has been covered by soil and rocks from the slope and cliff above.About 50 feet to <br /> the east, another unstable area of backfill seems to be growing a little in size. The area will be watched. <br /> Noxious Weeds <br /> Tamarisk is growing along the fence at the entrance gate,along the water's edge of the hillside spring water <br /> treatment pond and in the area of the hillside spring. The tamarisk needs to be eliminated from the mine site. <br /> Records <br /> The required records were at the Bowie No.2 Mine office,as documented on the attached checklist. <br />
