<br />1 of the aggregate material is 8 feet. The change in elevation across the Site from north to south is <br />approximately 4 feet with an average slope of 0.27%. <br />The existing drainage facilities located on the Site include a channel that carries off-site water <br />through the site to the southeast corner where it drains in to the Poudre River. The channel is fed <br />' by a 36" Reinforced Concrete Pipe (herein "RCP"). According to the Town of Windsor Master <br />Drainage Plan dated October 3, 2003 (herein "the Report"), the 36" RCP has limited capacity <br />because of sediment buildup. Three existing Corrugated Metal Pipe (herein "CMP") culverts are <br />located along the channel at a dirt road crossing. The drainage channel will most likely be <br />relocated along the west side of the Site to optimize the mining area. A concrete irrigation ditch <br />is also located on-site, but the ditch has not been used in recent years and is in disrepair. <br />Proposed Project Description <br />Connell Resources, Inc. proposes to mine the Site for sand and gravel. The principal intended <br />use for the sand and gravel is for construction aggregates. <br />The average depth of the soil and overburden is 4.5 feet. The average thickness of the aggregate <br />material is 8 feet, and the Site is estimated to contain approximately 410,000 cubic yards of sand <br />and gravel. In order to eliminate negative impacts on the floodway during the proposed mining <br />operations, the applicant proposes not to store any stockpiles or overburden at current ground <br />levels. The initial material will be removed from the Site. After a portion of the mine is opened <br />up, the stockpiles will be placed in the bottom of the pit. <br />The permit boundary will encompass approximately 45 acres with approximately 30 acres being <br />mined. The remaining area will consist of setbacks from roads and the Poudre River, utility <br />right-of-ways, and site access roads. Various setbacks from adjacent roads, fences, adjacent <br />structures, and the Poudre River will be observed as mining occurs. Items owned by the <br />Applicant located within the proposed permit boundary, such as roads, fences, concrete irrigation <br />t ditches, water wells and associated pumps, may be removed during the mining process. <br />Connell Resources, Inc. anticipates mining and reclaiming the SerFer Project site in <br />' approximately 3'/2 years. Connell anticipates that they will mine approximately 10 to 13 acres <br />per year or approximately 120,000 cubic yards of material per year. This schedule anticipates <br />completion of mining and reclamation in 3'/z years for a total of 410,000 cubic yards of material. <br />However, it is possible that due to market fluctuations, mining will progress slower than <br />anticipated and additional time could be required for mining and reclamation of the Site. A <br />CDPHE Discharge Permit will be maintained during the duration of this project. <br />Approximately 30 acres will eventually be mined on the Site. Mining will begin on the south <br />end of the Site near the river and will progress in a northerly direction with no more than 15 <br />acres being exposed at any one time.
