Sorenson <br />Senior Environmental Protection Specialist <br />Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />RE: Additional Needed Items for NOI # P-2008-043 (Non-Confidential Portion) <br />Centennial and Indian Springs Projects, Weld County, Colorado <br />Dear Mr. Sorenson, <br />This letter has been prepared in response to the Division of Reclamation, Mining and Safety <br />(DRMS) letter to Powertech (USA) Inc. (Powertech) dated August 18, 2008, which states that <br />the Powertech application for Notice of Intent (NOI) File Number P-2008-043 requires <br />additional information related to hole abandonment procedures and standard operating <br />procedures. Contained within this package you will find the non-confidential portion of <br />additional information needed for DRMS to complete its review of the application. There is no <br />additional confidential information to be submitted regarding this NOI. <br />Powertech will act in accordance with rule 5.4.2(5) which requires that during drill hole <br />abandonment the upper ten feet of each hole be filled with Portland cement grout. Also, since the <br />lands to be drilled under NOI File Number P-2008-043 have the potential to be cropped, <br />Powertech will ensure that any casing will be cut off and removed and that the top of the cement <br />plugs will be completed three feet below the ground surface, with the upper three feet backfilled <br />with native soil and mounded. <br />Included in this transmittal as Attachment A are the initially requested standard operating <br />procedures (SOPS) as well as the additional standard operating procedures related to data <br />validation, collection of groundwater field parameters, and record keeping and note taking. <br />The two groundwater monitoring wells proposed in the NOI will be used to sample groundwater <br />to determine groundwater chemistry in preparation for future test work that may be conducted in <br />that vicinity. Laboratory analyses will be conducted for some or all of those parameters listed in <br />attachment B. In addition, groundwater elevation and field parameters will be collected. <br />I have reviewed my copy of the attachments submitted August 1 and did not observe any pages <br />that are illegible due to portions of the text being cut off at the edges.
