Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS.
The,inspection was conducted on 13, 14 and 15 August 2008. Jennifer Sekulski and
Ryan Pawlowski of CCC accompanied me on all days of the inspection. The mine
was actively mining coal and hauling coal to the loadout at the time of the
inspection. The weather very hot and sunny and the ground was mostly dry on both
days of the inspection. There was a large rain storm that passed through the mine
over the previous weekend.
Signs and Markers: - All of the necessary signs were in place as required at the time
of the inspection. Mine ID signs were in place at the main entrance and at all of the
ponds along Colorado Highway 13 as required. Colowyo has a mine identification
sign at the access point (by the Sturgeon house) along Colorado Highway 13, which
is the access point to the Section 28 Pond.
Roads: - The mine access road and haul road to the Gossard Loadout is a paved
road. The road was well maintained and in good condition.
- The haul roads in the East and West pit areas were dry and appeared to be well
maintained and stable at the time of the inspection. No erosional problems were
noted on these roads. There was some dust on the roads but the operator was
actively watering the roads.
- The light-use roads around the Gossard Loadout and to the rail loop were dry and
appeared to be well maintained and in good condition at the time of the inspection
- The light-use roads in the East Pit reclamation area were all dry. There was some
minor rutting and rilling but overall these roads appeared to be stable and were in
good condition. These roads held-up well given the large amount of rain the mine
received over the past weekend.
- The road in Taylor draw (to the West Pit and East Ponds) was recently bladed up to
the East Taylor Pond. There we some mud and water in a few of the low spots but
overall the road was dry. The road appeared to be stable and was in overall good
condition. No erosional problems were noted on the road.
- The Sturgeon road work has been completed. This includes the blading,
establishing the Missouri crossings and placing a gravel surface on the road. The
road has been completed and surfaced to the Section 28 Pond. The road was well
maintained and appeared to be stable at the time of the inspection. No erosional
problems were noted on the road at the time of the inspection.
